From January 1991 to June 2000, Professor Lieu served as the Deputy Director (Management) of the Hong Kong Hospital Authority, a statutory body established under the Hospital Authority Ordinance in 1990. From January 2002 to December 2014, Professor Lieu was the Chairman of Hong Kong Healthcare Corporation Limited. He has been an Independent Non-Executive Director of MediNet Group Limited since May 19, 2016. He is also the founder and Chairman Emeritus of the Institute for Health Policy and Systems Research, a non-profit, independent organisation established in 1997 which aims to promote, conduct and exchange timely information on health services and policy research in Hong Kong. Professor Lieu graduated from St. Olaf College, the United States, with a Bachelor of Arts degree in 1972. He has a Master's degree in Health Administration from Washington University and a Doctorate in Business Administration from The Hong Kong Polytechnic University.
