Dr Wu is a dentist with a Bachelor's degree in Dentistry from Taiwan University Medical College (1987) and a Master's degree from the Institute of Public Health (Major medical management) at the University of California, Los Angeles (1989), with a dual background as a hospital manager and physician, and has been the Secretary-General of Taiwan Nongovernmental Hospitals and Clinics Association since 1990, as well as the Chief Executive Officer of the International Medical Management Group commissioned by the Ministry of Health and Welfare since 2007.  Dr Wu specializes in hospital management model, physician fee system, performance system, insurance payment system, cross-strait medical system comparison, mainland hospital management diagnosis and guidance of international medical tourism and other research areas.

As for the promotion of international medical care, Dr Wu has taken Taiwan's high-quality medical care out of the country since 2005, integrated Taiwan's outstanding medical personnel to form an operational medical team, traveled to more than 20 countries such as North India for medical services, sent more than 90 operational medical teams, but also set up foreign medical personnel to Taiwan clinical training platform program.  Dr Wu was commissioned by the Taiwan government, the establishment of " The International Medical Management Group of the Ministry of Health and Welfare” serves as a platform for the development of medical tourism in Taiwan, and currently has 77-member medical institutions under the platform, including all Taiwan-wide special medical treatment, cutting-edge high-quality medical institutions.
