Dr Liu is a seasoned leader in healthcare with extensive public administrative and managerial experience at the public hospital sector. After his specialty training at Princess Margaret Hospital, he was appointed to be the Chief Commissioning Officer & Medical Superintendent of a new regional hospital at the new township of Tuen Mun in1989. When Hospital Authority was established in 1992, he undertook new management initiatives and pioneered new service models as the youngest Hospital Chief Executive then at Ruttonjee Hospital. He was subsequent appointed to Senior Executive Manager at Hospital Authority Head Office to lead and implement various managerial projects including cluster hospitals management, human resource planning, clinical incidents and risk management programs and corporate wide service planning. He was a prominent public figure as spokesperson during the SARS epidemic in 2003.
As Chief Manager (Infection, Emergency, Contingency) since 2006, Dr Liu revamped and set up the central Emergency Operation Center and led in medical preparedness in a number of major events such as Occupy Central and the Mongkok riots. He has successfully coordinated and led the first responses and deployed emergency medical teams during fires, typhoons and other disaster such as the Lamma Island Ferry Collision in 2012. His last appointment before retirement from Hospital Authority was Deputizing Director in Quality & Safety. Among the many professional commitments in his public office, Dr Liu headed the Chairmanship of Central Committee on Infectious Disease and Emergency Response for over a decade since 2003.
He is currently the President of Hong Kong College of Health Service Executives with special interest in healthcare planning, quality and safety management, risk assessment, business continuity & crisis management. During his service at Hospital Authority, he has won several outstanding team awards. He was also awarded the HKSAR Chief Executive Commendation for Community Service in 2009 for his contribution as leader of Hong Kong medical team support to 5.12 Sichuan earthquake. He also serves the Hong Kong Red Cross for over 18 years. Since November 2018, he is appointed School Manager for the HK Red Cross Hospital Schools.
